7.1项目总承包管理的内容
根据雇主招标文件要求,中标单位为沈阳星摩尔购物广场工程的总承包单位，履行其对自行组织施工项目、雇主指定分包项目、雇主直接发包项目的总承包管理、协调、组织、配合职能，如果我公司有幸中标该工程，结合我公司成功总承包大型公建工程的施工经验，将按照施工合同的要求，除了负责总承包范围内自行组织实施的施工内容外，还将对指定分包及其它承包商的施工时间、进度、管理进行协调，并对其工程质量、施工进度承担总包管理责任。同时，在施工管理过程中，承包人将与雇主直接分包的工程承包商密切协调、彼此配合。施工总承包管理的重点内容为：
7.1.1统筹协调与工程建设有关各方的关系
承包人将站在总承包的高度，以对雇主、对工程高度负责的职业道德，对工程进行统筹安排和全面控制，全过程全方位的为雇主服务。我们深知作为工程总承包方，不是单一的责任，而是对工程的各个方面和环节都负有责任和义务。我们承诺在整个施工过程中，将树立总包管理的核心地位，充分体现总包的管理作用，协调处理好与雇主、监理、设计以及各参建单位之间的相互关系，理顺管理程序。标书翻译

7.1.2施工现场的计划、质量等综合组织管理、协调
本着对雇主高度负责的态度，完全履行总承包商的责任、权力和义务，无论是雇主指定分包商还是我公司选定的专业分包商或者我公司自有配属队伍，均一视同仁，统一提出管理要求和标准，坚持在对所有分包商进行严格管理、监督、检查和控制的同时，积极主动地支持、服务、照管好各分包商，协调好各分包商的工序计划安排以及相互之间的工序衔接和交接，确保整个工程合理有序进行，保证工程总体施工进度，保证各分包商的施工质量符合质量标准。
7.1.3项目技术总管理与总协调
一、重点协调各专业技术方案之间的配合与衔接。
二、重视图纸深化设计和施工详图设计，提高图纸综合审核能力和深化设计能力。我公司将组织自身的力量、组织各分包商，根据设计师的图纸和设计要求，按照工程进度的总体要求，完成各专业施工深化详图并进行专业之间的协调。
7.1.4施工现场文明安全施工总管理
作为总承包商，我集团将承担施工现场文明安全施工的总包管理责任，对所有参施单位统一标准，严格要求，认真约束，确保现场文明安全施工管理达标。
7.1.5施工技术资料的总承包管理
总承包商将按照国家和辽宁省有关技术资料管理规定，结合优质工程对施工技术资料的要求，制定统一的技术资料收集、整理办法，明确总承包、专业分包、指定分包等各方职责。施工技术资料由总承包汇总整理、审核，确保整个工程技术资料内容齐全、层次分明、真实准确。
7.1.6对各分包商的协调与服务
作为总承包商，我们将把所有分包商的工程进度、质量、文明安全施工和工程技术资料等纳入总承包管理范畴，使施工各方成为一个团结、高效的有机体，共同实现工程目标。在施工过程中，将根据施工合同向分包商提供场地、临时道路、脚手架及垂直运输设施、施工测量控制点、临时用电、用水、施工照明、垃圾清运、保安等方面的服务。

7. General Contract Management of this Project
7.1 General Contract Management Content of this Project
According to the requirements of the employer's bidding documents, the bid winner, which is the general contract unit of Shenyang Star Mall Shopping Mall project, will fulfill its function for organizing the constructing projects and the subcontracted  projects defined by the employer, as well as for managing, coordinating, organizing and cooperating the employer’s contract project. If we have the honor to successful bid this project, we will be in accordance with the requirements of the construction contract and combine our experience of large public project construction to take charge of the construction for the general contract construction besides coordinating the construction time, progress and management of the nominated subcontractor or other contractors and assume the general contractor’s management responsibility. At the same time, we will closely coordinate and cooperate with the project subcontractors. The key contents of the general contract management are as follows:
7.1.1 Overall Coordinate the Relationship between various Parties Related the Project Construction
With high work ethic, the contractor shall be in the view of the general contractor, comprehensive arrange and overall control the project, in order to serve for the employer in the whole course and all aspects. We really understand that what the general contract shall assume is not single responsibility, but is the obligation for every side and component of the project. As the general contractor, we will bring all the subcontractors’ construction progress, quality, safe construction and the technical data into the category of general management, in order to unite all the parties for constructing to an organism with high efficiency and complete the project together. In the course of construction, we will provide field, temporary roads, scaffolds and vertical carrying device, control point for construction measure, and the service for temporary electricity, water, construction lighting, garbage caring and security, etc.
